For business and ad accounts

Your ads are still spending. Stop the bleed first, then appeal.

A restricted ad account is not always a stopped one. In the cases we reviewed, spend kept running while the owner could not update the card. The first hour is about the meter, not the appeal.

Short answer: identify which object is restricted: ad account, business portfolio, Page, personal advertising access or login. Then pause every surface you can still reach and check the payment method that is being charged. Clear any outstanding balance, because failed or disputed payments are a documented trigger. Request the review once in Meta Business Support Home with the notice and the object ID. Meta documents a typical 48-hour review for ads, a six-month reinstatement window and no automatic restart. If the account was hijacked, build the ownership file before the first ticket.

What a restricted ad account actually is

A restriction is enforced on a specific object. Meta's business help documents four objects, the business portfolio, the ad account, the Page and a personal profile, plus the login, which is a recovery problem rather than an advertising one. Each has its own notice, review surface and consequence. A portfolio that cannot advertise is a different case from an ad account whose ads are disabled.

There is a fifth state that costs more than the rest: the lock that does not stop delivery. In the cases we reviewed, a small shop was still spending around $200 a day while locked out, and an agency client was at around €300 a day. One owner reported a boosted post running from £15 to £500 while support could not stop it. Those are case reports, not platform statistics, and they are why containment comes before wording.

What Meta actually documents

  • Typical review time: advertising reviews are "typically" completed in 48 hours, although Meta says it may take longer in some cases.
  • Six-month reinstatement eligibility. After that, unused prepaid services may be forfeited where allowed by law and the account cannot be reinstated.
  • Limited reviews, final decision. Once a review is completed the decision is final, but Meta says re-requesting will not hurt your standing.
  • No automatic restart. Ads that ran before the restriction are not restarted for you after it is lifted.
  • Payment failures are a trigger. Failed or disputed payments are listed as a cause of restrictions. Meta does not document a rule that debt blocks the appeal itself.

First hour: contain the spend, then appeal

The order below is free, and it matters more than the wording of the appeal. If a step does not match your screen, check the official help page at the bottom.

1
Meter

Find out what is still running

Open the ad account with every admin who still has access and check the billing section for charges after the notice. If login is gone, look at the card or payment account the ads were billed to. In the cases we reviewed, delivery continued through the payment method after access was lost.

2
Containment

Pause every surface you can still reach

Pause campaigns, ad sets, boosted posts and any scheduled or dynamic campaigns you can reach from a Page or a second admin. Pause instead of delete: pausing is reversible, and deleting an asset is not.

3
Billing

Clear the balance and fix the named trigger

Pay the outstanding balance if you can, add a backup card, and fix whatever the notice names: two-factor authentication, a card, a domain, a landing page or an ad. Keep before-and-after proof. In the cases we reviewed, prepaid funds sometimes could not be used to clear the debt, so a card payment may be the only path.

4
Review

Name the object and request the review once

In Meta Business Support Home, open Account status overview, select the restricted account, then What you can do and Request review. You must be an admin. Account Quality is the old name for this surface. Submit once, save the reference, and add only new information later.

If hijacked

Build the ownership file before the first ticket

Use the official account-recovery route first. Then assemble the original email, dated login records, billing receipts, the ad-account role list and a one-page timeline. In the cases we reviewed, the first human contact decided the case.

Not sure which object is restricted? A free diagnosis reads the notice, the account structure and your country against the official route, and names the first evidence items. Start here.

What a lock costs while you wait

Business loss is metered. The patterns below come from the cases we reviewed.

1. Writing the appeal while the meter runs

A day locked out can cost more than a day of normal spend, because you cannot adjust what is running. One small shop reported around $200 a day still going.

Do instead: contain first, write second.

2. Replacing the portfolio

A new portfolio does not inherit trust. In the cases we reviewed, replacements were restricted too, and buying or renting an aged account is account trading rather than a fix.

Do instead: fix the named trigger and appeal the object you have.

3. Stacking reviews

Meta documents a limited number of reviews and a final decision after one completes. Re-requesting will not hurt your standing, but it spends a resource you cannot top up.

Do instead: submit once, then follow up only with new evidence.

4. Arguing the ad instead of access

The reviewer controls access, not the disputed creative. A long argument about the ad misses the decision you need reviewed.

Do instead: object, notice, date, amount, one ask.

What is locked, and what keeps spending

Use the notice and your own account structure. The table is the general map, not a diagnosis of your case.

Five business objects and the first safe move. Windows are estimates, not deadlines.

One real deadline: six months of ineligibility for reinstatement can end the account and forfeit unused prepaid services.

What this page can't tell you

This page names the objects and the documented rules. It cannot tell you which object your notice concerns, whether an unpaid balance is blocking your review, which evidence matters first, or which escalation route fits your country and account structure. That gap is expensive by the hour: a request on the wrong object is not read, and a portfolio review cannot clear a personal restriction.

For a hijacked or multi-asset case, that diagnosis is scoped individually rather than sold as a fixed public tier.

Where this page stops and your case begins

This page gives you the general route. Your notice, account type, country and the steps you already tried decide the channel, the evidence and the deadlines. That is the part a general guide cannot do for you — and it is the part that decides whether the appeal is read or lost in the wrong queue.

Frequently asked questions

Can a restricted ad account keep spending?

In the cases we reviewed, yes: delivery continued while the owner could not reach the account, and one small shop reported around $200 a day still running. Meta does not publish a rule that a restriction stops delivery, so check the ad account and the payment method that was billed.

How long does a Meta ads review take?

Meta's business help says a review is typically completed in 48 hours, although it may take longer in some cases. That is the only published review time for ads, and it is not a promise about your case or a decision date.

Will my ads restart automatically after the restriction is lifted?

No. Meta's help says ads that were running before the restriction will not be automatically restarted. Check the account after a review and restart only what you still want to run.

What happens after the six-month reinstatement window?

Meta documents that a disabled ad account which remains ineligible for reinstatement for six months may forfeit unused prepaid services where allowed by law, and after that it cannot be reinstated. Treat the window as a limit to work inside, not a waiting period.

Does re-requesting a review hurt my standing?

Meta documents that re-requesting a review will not hurt your standing, but reviews are limited and the decision is final once a review is completed. Send one request with new information instead of repeating the same one.

Should I clear the outstanding balance first?

Failed or disputed payments are a documented trigger for advertising restrictions. Meta does not document a rule that an unpaid balance blocks the appeal button, but business owners report it can block the review, and clearing it removes a known trigger. Keep the receipt and attach it to the request.

Which object is locked, and what is the first move?

Describe the notice, what still runs and what stopped. The free diagnosis names the object, the review channel and the first evidence items. Multi-asset and hijacked cases can be scoped by email.

Self-help only. We never ask for your password or account access, and we make no promise about the outcome.
